 &lt;/span&gt;Lanwermeyer made the motion to approve the agenda, Bayne seconded the motion and the board voted approval.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Board Meeting Minutes&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial; mso-bidi-font-family:Arial"&gt;:&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Nicolette made a motion to approve the November 15&lt;sup&gt;th&lt;/sup&gt; board meeting minutes, Criss seconded the motion and the board voted approval.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Treasurer’s Report:&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;The board reviewed the Financial Report.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Information as of the 2011 Recap indicates a Savings Account Balance of $30,680.14 with $ 20,350.14 designated for the Heritage Park and $10,330.00 for the Courthouse Restoration.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Jack Rabbit Trail has funds totaling $22,510.46 and there is a balance of $23,016.88 in the General Account.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;A Certificate of Deposit totals $32,582.12.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;All CCCRA funds total $108,789.60 (See Exhibit A).&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Nicolette made a motion to accept the Treasurer’s report.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The motion was seconded by Bayne and approved by the Board.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The Board will discuss ways for the treasurer to show expenses without creating a lot of additional reporting and paper at the February Planning Meeting.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;President’s Report:&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Tiger recently attended the Steering Committee Meeting for HandMade in America and brought the Board up to date on the status of HandMade. Also, there will be a Cluster Meeting in May for the Small Town Initiatives and the fees are changing.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;It was suggested that we seek funding from the Town of Hayesville to pay the fee for the Small Town Initiatives.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Vice-President’s Report:&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;&lt;span style="mso-spacerun: yes"&gt;   &lt;/span&gt;Criss wants to make sure that all volunteer hours and mileage are reported.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The hours are valued at $20.50 per hour for volunteers.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The information is very important when submitting reports or seeking grants.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;This will be discussed further at the upcoming planning meeting&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt; &lt;/span&gt;&lt;/b&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Old Business:&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt; font-family:Arial;mso-bidi-font-family:Arial"&gt;The planning meeting will be held on Sunday, February 12&lt;sup&gt;th&lt;/sup&gt; at 3:00 pm at the home of Dorothy Ethridge. The facilitator will be Faye Hobbs. Everyone should bring an appetizer and whatever beverage they prefer. Also to be discussed is whether we want to have one or two membership meetings per year.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;New Business: &lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial; mso-bidi-font-family:Arial"&gt;&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;Funding for a 2012 archeological dig near Spike Buck Mound was discussed.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Tiger has learned that Jane Eastman of the Western Carolina University Department of Anthropology and Archeology has received $3,000.00 from the university for a future dig.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The board felt that CCCRA should contribute at least $500.00 at this time and possibly more in the future.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Bayne made a motion to approve the $500.00 contribution and Lanwermeyer seconded the motion with the board voting approval.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;Criss has talked to Moyer in regards to forming a Budget Committee and Moyer agreed that a committee was needed.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;Criss was given the go ahead to purchase a display board for events and name tags for the board.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The display board will cost about $150.00 and the name tags $10.00 each. Board members will each pay for their name tag.&lt;b style="mso-bidi-font-weight:normal"&gt; &lt;/b&gt;&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt; &lt;/span&gt;&lt;/b&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;Criss read aloud the CCCRA Conflict-of-Interest policy to the board members.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Open Agenda:&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family:Arial"&gt;Guggisberg wanted to make sure that Moyer understands all the forms that need to be sent to the IRS for CCCRA.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Bayne suggested that if Moyer had any questions she should call Millie Bayne, our former Treasurer.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;Nicolette attended the Clay County Chamber of Commerce Business after Hours and met Hazel Cording from Radio Station 97.5 in Young Harris.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The station has recently been purchased by new owners and the format is news and talk.&lt;span style="mso-spacerun: yes"&gt;   &lt;/span&gt;Tuesdays and Thursdays will focus on Clay County businesses, organizations, and events.&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:Arial;mso-bidi-font-family: Arial"&gt;Guggisberg told about available grants for the urban trails program.&lt;/span&gt;&lt;/p&gt; The meeting was called to order by President Rob Tiger who welcomed all in attendance.&lt;br /&gt;&lt;br /&gt;Dr. Jane Eastman, WCU Professor of Sociology and Anthropology, presented historical information about the Cherokee who lived in North Carolina and seven other states thousands of years ago.  Dr. Eastman thanked CCCRA for offering financial assistance for the digs she and students have conducted in our community for several years.&lt;br /&gt;&lt;br /&gt;Darry Wood was thanked for his work done on the 1820-1830 basket weaver that will reside in the Clay County Historical Museum.  The double-weave basket accompanying his piece was woven by EBCI member, Lucille Lossiah.&lt;br /&gt;&lt;br /&gt;Sandy Zimmerman, H&amp;amp;A Council member and chair of the Sesquicentennial Committee, indicated that proceeds from sales of Sesquicentennial memorabilia will be used to make repairs to the old jail museum and for historical courthouse restorations.  Zimmerman presented a check for $3,000 to President Tiger on behalf of the committee.&lt;br /&gt;&lt;br /&gt;Outgoing Vice President Margie Weathers and Director Louise Lorentzen were thanked for their years of service to CCCRA.&lt;br /&gt;&lt;br /&gt;Eleanor Moyer presented the slate of officers and directors for 2012 on behalf of the committee:&lt;br /&gt;  President:        Rob Tiger&lt;br /&gt;  Vice President:    Gail Criss&lt;br /&gt;  Secretary:        Linda Bowar&lt;br /&gt;  Treasurer:        Eleanor Moyer&lt;br /&gt;&lt;br /&gt;  Director:        Sandy Nicolette&lt;br /&gt;  Director:        Natalie Moses&lt;br /&gt;Lou Lanwermeyer made the motion to close the nominations, John Bayne seconded the motion and the members approved the slate.&lt;br /&gt;&lt;br /&gt;President Tiger referred the members to the accomplishments of CCCRA during the 2011 which are printed on the back of the agenda.  The Cherokee log cabin will be the next CCCRA project.  The Historic Courthouse Committee will begin pursuing funding for the interior restoration as soon as an agreement is signed with Clay County.&lt;br /&gt;&lt;br /&gt;Outgoing CCCRA Officer Margie Weathers was thanked for her years of service to CCCRA and the community.  A gift certificate to The Copper Door was presented to Weathers in appreciation of her leadership and accomplishments.&lt;br /&gt;&lt;br /&gt;President Tiger thanked everyone for their attendance.  Door prizes were provided. Eleanor Moyer presented the Financial Report information as of 7/12/11 indicating a Savings Account Balance of $47,522.39 with $ 40,192.39 designated for Heritage Park and $7,330 for other projects (Courthouse Restoration).&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Jackrabbit Trail has funds totaling $22,387.79 and there is a balance of $22,476.49 in the General Account.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;A Certificate of Deposit totals $32,488.16.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;All CCCRA funds total $124,874.79.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;(See Exhibit A)&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;John Bayne made a motion to accept the Treasurer’s report.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;It is hopeful that additional acreage will be purchased to include the current dig site.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Jane Eastman has uncovered relics dating back to possibly 1280-1380.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Dr. Eastman will complete an archeological study gratis of the proposed trail site which needs approval by the Historical Preservation Society.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:&amp;quot;Century Gothic&amp;quot;"&gt; &lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;b style="mso-bidi-font-weight:normal"&gt;&lt;span style="font-size:10.0pt;font-family:&amp;quot;Century Gothic&amp;quot;"&gt;2.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;CCCRA Project Update:&lt;/span&gt;&lt;/b&gt;&lt;span style="font-size:10.0pt;font-family:&amp;quot;Century Gothic&amp;quot;"&gt;&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The exhibit will be included in a DVD funded by the Blue Ridge National Heritage Area to promote the historical sites in the region.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;It can be used to educate business groups, chambers of commerce, tourism boards, etc.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The 10 minute DVD will be launched on August 30.&lt;/span&gt;&lt;/p&gt;  &lt;p class="MsoNormal"&gt;&lt;span style="font-size:10.0pt;font-family:&amp;quot;Century Gothic&amp;quot;"&gt;&lt;span style="mso-tab-count:1"&gt;            &lt;/span&gt;The exhibit was photographed by CNEF, which will share the photos with CCCRA.&lt;span style="mso-spacerun: yes"&gt; The meeting was called to order by President Rob Tiger who welcomed all in attendance and invited them to help themselves to dessert and coffee. &lt;br /&gt;&lt;br /&gt;Clay County Economic Development Group:  CCCRA director and 21st Century Planning Committee Chairperson Gail Criss introduced Gary Reffit who provided a status report for the Clay County Economic Development.  The committee was set up as a result of the Clay County Comprehensive Plan.  The committee’s goal is to encourage businesses and companies to locate in Clay County in order to create jobs.  A request was made by Reffit to identify CCCRA members who would be willing to receive training in order to become ambassadors or behalf of the committee.  Ambassadors would answer questions and assist individuals who wish to open businesses in Clay County.&lt;br /&gt;&lt;br /&gt;Historic Courthouse Reuse Plan:  Chairperson Bob Brock introduced Joe Rybicki who shared the Powerpoint presentation presented to the Commissioners at a recent meeting.  Repairs will need to be done to improve draining issues and a new floor installed before other repairs can begin.  Funding will be needed to commence with the project.  CCCRA members were invited to attend the committee meetings which occur at least once each month.&lt;br /&gt;&lt;br /&gt;Cherokee Homestead Exhibit:  John Bayne provided background for the development of the exhibit.  A grant has been written to apply for funding to build a Cherokee transition cabin on the level below the Homestead Exhibit.  Rob Tiger shared information about the April 16 workshop that will be presented for Warren Wilson College and Western North Carolina University students.  A goal for this year is to develop a Cherokee Heritage Day to be held at the exhibit.  A Cherokee garden demonstration is scheduled for May 5.  Sandy Nicolette shared how the exhibit is being shared with local school children.  Volunteers and donations were requested.&lt;br /&gt;&lt;br /&gt;Jackrabbit Trails:  Joanna Atkisson and Ron Gugggisberg gave an update on the progress of the Jackrabbit Trails.  Use of the trails has increased over last year.  A practice section is planned.  The Grand Opening is scheduled for Saturday, April 30.  Members are encouraged to assist with this event.&lt;br /&gt;&lt;br /&gt;Family Fun Fest:  Sandy Nicolette described this event for Clay County children which is held the second Saturday each August.  Volunteers are needed to help with food, games, contests and art activities.  Suggestions for “old-fashioned” games are appreciated.  &lt;br /&gt;&lt;br /&gt;Car B Que: John Scroggs is the chairperson for the Car B Que scheduled for June 11th this year. John Bayne explained  that the American Legion will provide food with the Legion Auxiliary preparing desserts.  Attendees and participants are asked to wear period clothing.  Two Bloodmobiles will be on hand. Proceeds from sesquicentennial events will benefit the Historic Courthouse fund and repairs to the Old Jail Museum.  A parade will be held on the square, July 4th with all organizations and businesses asked to participate.&lt;br /&gt;&lt;br /&gt;President Tiger announced that the next HandMade Cluster meeting is scheduled for May 25th in Asheville.  CCCRA members are invited to attend.  The cost per attendee is $15.&lt;br /&gt;&lt;br /&gt;Adjournment.  Rob Tiger thanked Margie Weathers for coordinating the meeting, Dorothy Ethridge for the table decorations, Bev Adkins for the beautiful Sesquicentennial quilt and everyone for providing the delicious desserts.  Door prizes were awarded.  Dennis Barber helped pay for the $50 gift certificate to the Copper Door. John Bayne made the motion to approve the agenda, Joanna Atkisson seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Board Meeting Minutes:  Bob Leonard made a motion to approve the January 18 board meeting minutes.   John Bayne seconded the motion and the Board voted approval.  &lt;br /&gt;Treasurer’s Report: Eleanor Moyer presented the Financial Report information as of 3/15/11 indicating a Savings Account Balance of $17,014.32 with $9,684.32 designated for Heritage Park and $7,330 for other projects (Courthouse Restoration).  Jackrabbit Trail has funds totaling $26,065.98 and there is a balance of $24,258.67 in the General Account.  A Certificate of Deposit totals $32,392.70.  All CCCRA funds total $99,731.67.  (See Exhibit A)  John Bayne made a motion to accept the Treasurer’s report.  The motion was seconded by Gail Criss and approved by the Board.  Treasurer Moyer will talk with committee chairpersons to develop a proposed budget for 2011.&lt;br /&gt;&lt;br /&gt;President and Vice President:  President Tiger will check on the timeline for the distribution of STEP funds next week.  Marketing will be the topic for the May Handmade Cluster meeting.  HMIA will begin charging $15 for participants’ lunches.  Funding for HMIA continues to be a concern.&lt;br /&gt;&lt;br /&gt;Old Business&lt;br /&gt;&lt;br /&gt;1.  Cherokee Exhibit Security System: President Tiger reported bids were obtained for the Cherokee Homestead Exhibit security system.  Cardinal System will complete the work when funds are received from the Rural Center. &lt;br /&gt; The April 16 workshop for Western North Carolina and Warren Wilson College students is in the planning stage.  &lt;br /&gt; Extension Agent Kevin Welch will demonstrate the Cherokee method of planting crops on May 5.  Mr. and Mrs. Scheuer will be in attendance.  A dedication for a plaque commemorating Ella’s work with the exhibit is scheduled for that day.&lt;br /&gt; &lt;br /&gt;2.  Hayesville Brochure &amp; Map:  Margie Weathers will develop a list of distribution points for the Handmade map and brochures which will be submitted to board members for review.&lt;br /&gt;&lt;br /&gt;3.  FOHC Presentation to Commissioners:  Bob Brock reported that Joe Rybicki developed a Powerpoint presentation which he shared at the commissioners’ meeting.  The commissioners have been supplied copies of the reuse plan and presentation.  Rybicki will make the same presentation at the Spring Kickoff meeting.&lt;br /&gt;&lt;br /&gt;4. Spring Kickoff General Membership Meeting: All board members are encouraged to arrive at 6:00 pm on March 31 to help with set-up.  The meeting will start at 7:00 pm.  Gary Reffit will present the Economic Development information.  Margie Weathers is developing the program, which will be forthcoming.  Please call friends to invite them to the meeting.  There will be a $50 gift certificate for the Copper Door.  Attendees should bring a dessert.&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;1.  Commissioners’ Meetings:  Louise Lorentzen is attending the April 7 Commissioners’ meeting.&lt;br /&gt;&lt;br /&gt;2.  Sesquicentennial Quilt:  Tabled due to Bev Adkins’ absence.&lt;br /&gt;&lt;br /&gt;3.  CCCRA Donation to HandMade in America:  Bob Brock made the motion to donate $1,000 to HandMade in America with the stipulation to review the need for additional financial assistance in subsequent years.  The motion was seconded by John Bayne and the board voted approval.  Margie Weathers will write the accompanying letter for President Tiger’s signature.  Weathers will also supply board members with a sample letter supporting HandMade which can be sent to politicians.&lt;br /&gt;&lt;br /&gt;4.  Summer Concerts: Gail Criss agreed to schedule two people to host the CCCRA membership table at each of the concerts.&lt;br /&gt;&lt;br /&gt;5. Planners are estimating that approximately 200 people will be in attendance.  Efforts are being made to secure donated items and sponsors.  Joann Atkisson made the motion to allocate up to $3,000 from the Jackrabbit Trail funds for the Grand Opening.  The motion was seconded by Sandy Nicolette and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Ella Scheuer:  Jack and Diane Scheuer will visit Hayesville from May 4-7.  Thanks to the Baynes for providing lodging for the Scheuers.  Brief memorial comments will be provided after the Garden Planting workshop at the Cherokee Homestead Exhibit on Thursday, May 5.  A CCCRA and community gathering will be held at the Baynes’ residence on Friday, May 6 starting at 5 pm.  Attendees will be asked to bring a dish. &lt;br /&gt;&lt;br /&gt;Spring Kickoff:  To be held on Thursday, March 31 7:00 pm at the Hayesville Methodist Church.  Dessert and coffee/tea/water will be featured.  Margie Weathers will coordinate the event.&lt;br /&gt;&lt;br /&gt;The purpose of the Kickoff is to share plans for the year, providing opportunities for our members to be involved.&lt;br /&gt;Chairpersons will speak for 5 minutes, explaining the event followed by questions…it was suggested that the chairperson prepare a display table which will have sign up sheet. Both need to work together when a calendar of events is established.&lt;br /&gt;&lt;br /&gt;The courthouse will be ADA compliant and will have an elevator installed for access to the second floor.  The Courthouse Board will review the drawings and make recommendations.  The building is on the Historical Building Registry.&lt;br /&gt;&lt;br /&gt;Sandy Zimmerman offered several points of information based on experience in Representative Shuler’s office:&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;When applying for funding, keep in mind that the Courthouse is the hub of the county/town.  The sooner the board is formed, the better.&lt;/li&gt;&lt;li&gt;Keep requesting funding, even if turned down the first time. There is a financial person in Shuler’s office who can be of assistance.&lt;/li&gt;&lt;li&gt;Consider visiting Stecoah Valley Center, as this is the best example in western North Carolina of the “reuse of an existing building.”  It is a multi-use facility, offering space for a variety of activities including musical performances, dinners, classes, retail space.  An individual at Stecoah Valley Center could offer advice/assistance to the Board.  &lt;/li&gt;&lt;/ul&gt;Frank Bradley added that Stecoah offers mountain heritage music, crafts and arts classes for students at the Center. &lt;br /&gt;&lt;br /&gt;Ron Guggisberg said that Bakersville and Marshall would be excellent locations to visit where communities are reusing existing buildings.&lt;br /&gt;&lt;br /&gt;Rob Tiger added that money from Rural Center funds might be available for these and other “field trips.”&lt;br /&gt;&lt;br /&gt;Lou Lanwermeyer reminded those in attendance that both board members and committee members would be needed over several years, if the interior of the courthouse is to be renovated.&lt;br /&gt;&lt;br /&gt;S. Sheree Ramirez, Chief Grants Officer with the North Carolina Community Development Initiative (AKA The Initiative) visited Hayesville on March 5 with HandMade representatives.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;David Quinn and Judi Jetson visited on March 12.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;&lt;span style="mso-spacerun: yes"&gt; &lt;/span&gt;Rob stressed it was important for Board members to attend the annual cluster meeting if at all possible.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Financial Support for WNC Outdoor Regional Promotion:&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;&lt;/b&gt;The NC Department of Commerce formed Western North Carolina (WNC) Outdoors, which includes Buncombe, Clay, Graham, and Watauga Counties.&lt;span style="mso-spacerun: yes"&gt;   &lt;/span&gt;Over a period of several months, the website will be advertising a promotion with a winner receiving $14,000 worth of outdoor equipment and a camper.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;Each county will be featured in short videos for a one-week period.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;The winner will be announced on Good Morning America.&lt;span style="mso-spacerun: yes"&gt; John Bayne made the motion to approve the agenda, Margie Weathers seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Board Meeting Minutes:  Millie Bayne made a motion to approve the September 15 Board minutes.  John Bayne seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Treasurer’s Report: Millie Bayne, presented the Financial Report Information as of 11/16/09 indicating a Savings Account Balance of $28,870.26, with $16,806.07 designated for Heritage Park, $4,672.73 for Playground and $7,391.46 for other projects (Courthouse Restoration).  Jack Rabbit Trail has funds totaling $2,7072.07 and a balance of $14,424.40 is in the General Account.  A Certificate of Deposit totals $31,677.14  All CCCRA funds total $102,043.97. (See Exhibit A)  Ron Guggisberg made a motion to accept the Treasurer’s report.  The motion was seconded by Margie Weathers and approved by the Board.&lt;br /&gt;&lt;br /&gt;President, Vice President, Committee Chair Reports&lt;br /&gt;&lt;br /&gt;Vice President:  Vice President Weathers noted that Judi Jetson has been hired by HandMade to replace David Quinn.&lt;br /&gt;&lt;br /&gt;President:  President Tiger informed the Board that he has been invited to the Blue Ridge Heritage Board meeting to update them on the Heritage Village project and the Hiking/Biking Trail &lt;br /&gt;&lt;br /&gt;We are being encouraged to apply for Golden Leaf funding again.  Approximately $2 million will be available for Clay County.   Meetings will be held next year. We will encourage CCCRA members to attend to show support.&lt;br /&gt;&lt;br /&gt;Margie Weathers made a motion for John Bayne and Rob Tiger to meet to determine the best way to secure the Golden Leaf grant.  John Bayne seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;1.  Board meeting dates for 2010.  Margie Weathers will send a calendar to Board members.&lt;br /&gt;&lt;br /&gt;2.  Jane Eastman’s Field School Project.  Millie Bayne made the motion to support Jane Eastman’s assistance with the Spikebuck Field School Project, either by obtaining outside funding or taking the money out of CCCRA funds.  Margie Weathers seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;3.  Discussion of November 8 Planning Session.  John Bayne reviewed survey results:&lt;br /&gt;&lt;br /&gt;Those areas we are encouraged to continue:&lt;br /&gt;·         Court House&lt;br /&gt;·         Beautification&lt;br /&gt;·         Heritage Park&lt;br /&gt;·         Music in the Park&lt;br /&gt;·         Car B Que&lt;br /&gt;·         Family Fun Fest&lt;br /&gt;&lt;br /&gt;Those areas needing our attention:&lt;br /&gt;&lt;br /&gt;Communication: &lt;br /&gt;Internal:  CCCRA newsletter every other month via email; send out after Board meetings Margie, Lou, Jean Gora, and several more people will work on this.  Joanna Atkisson will send     an example of her newsletter to Margie Weathers.&lt;br /&gt;&lt;br /&gt;External:  Website needs to be updated more frequently.  Board members/committee chairs may   send information to Jean Gora throughout the year.  Should be linked to Chamber and H&amp;amp;A’s websites and dates put on community calendar.  Remember to include CCCRA in all newspaper articles.  (Sandy Nicolette will check on CCCRA’s Chamber membership status.)&lt;br /&gt;&lt;br /&gt;CCCRA Ambassador:  Sandy Nichols and Margie Weathers will determine what and how CCCRA’s story will be shared with community organizations.  Include accomplishments, current project status and appeal for new members.&lt;br /&gt;&lt;br /&gt;Membership:   Need campaign to increase number of members, have more volunteers for projects, and increase business members.   Each Board member is to solicit 2-3 new members before next Board meeting.  Brochures will be at Rob’s.  (note website:  cccra.net)  Business membership will be $20.  Margie or Dorothy will take pictures of businesses for newspaper. Need to get CCCRA sign from storage room.  Louise Lorentzen will make up template for information to accompany picture.&lt;br /&gt;&lt;br /&gt;Heritage Park:  John Bayne reported that the winter house is complete and summer house needs river cane woven sides.  November 21 is next work day with Jane Eastman and students expected to assist. Bayne will continue to work with steering committee to determine next steps for the 1880-early 1900’s portion of Park.  Which buildings will be added is to be determined. John Bayne made the motion to approve the agenda, Lou Lanwermeyer seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Board Meeting Minutes:  John Bayne made a motion to approve the November 20, 2008 board minutes.  Margie Weathers seconded the motion and the Board voted approval.&lt;br /&gt;&lt;br /&gt;Treasurer’s Report:  Treasurer Wayne Smith reported a Savings Account Balance of $30,521.86, with $18,753.90 designated for Heritage Park, $4,672.73 for Playground and $7,095.23 for other projects.  Jack Rabbit Trail has funds totaling $12,992.54  and a balance of $14,504.27 is in the General Account.  A $30,000 Certificate of Deposit was purchased at 2.86%.  All CCCRA funds total $88,107.25.  (See Exhibit A) The motion to accept the Treasurer’s Report was made by Lou Lanwermeyer, seconded by Gail Criss and approved.  The motion to approve the 2009 budget was made by Margie Weathers, seconded by John Bayne and approved.&lt;br /&gt;&lt;br /&gt;Vice President:  Margie Weathers noted that the Grants and Contributions report should be updated to reflect in kind donations of $4200 for the Tom Day Mall office space and $4800 for intern  housing at the Hinton Center.&lt;br /&gt;&lt;br /&gt;President, Vice President, Committee Chair Reports:  (See Exhibit B)&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;            A.  Courthouse Restoration Management Plan:  Rob Tiger reported that Board members are invited to attend a meeting at his store on Thursday, January 22 at 1:00 pm.  At issue is which agency will manage the interior restoration and/or serve as fiscal agent.  The fiscal agent must have 501 (C) 3 designation.  After receiving information relative to these issues, Board members will be asked to vote on the action to be taken by CCCRA via the internet.&lt;br /&gt;&lt;br /&gt;            B.  Nelson Heritage Park:  John Bayne will speak to Hal Farren about Hal’s willingness to become the Point of Contact individual person for future projects.  Margie Weathers has volunteered to assist Hal with grant writing if he will accept this responsibility.&lt;br /&gt;&lt;br /&gt;            C.  Planning Session Priorities:  Margie Weathers summarized the following from Board member input:&lt;br /&gt;&lt;br /&gt;             Projects                                                           CCCRA Goals&lt;br /&gt;            Jackrabbit Trail                                     Economic Prosperity&lt;br /&gt;            Nelson Heritage Park                                       Cultural Preservation&lt;br /&gt;            Courthouse                                                     Environmental Protection&lt;br /&gt;&lt;br /&gt;            D.  Recycling Project:  Margie Weathers made the motion to ask Steve Kaagan to provide information at the March Board meeting regarding the feasibility of selling recyclable materials, including a plan that will include a time line for implementation and budget.  The motion was seconded by Lou Lanwermeyer and approved.&lt;br /&gt;&lt;br /&gt;            E.  Long-Range Planning:  In response to input by Lou Lanwermeyer, it was determined that an ad hoc committee could be established for the discussion related to CCCRA long-range planning at the September 15 Board meeting.&lt;br /&gt;&lt;br /&gt;            F.  Membership Committee:  Margie Weathers made the motion to authorize the Membership Committee to establish a $50 business membership, develop promotional items for business members and determine the cost for printing more CCCRA membership brochures.  Sandy Nicolette seconded the motion which was approved.  Lou Lanwermeyer will provide input to the committee.  Margie will inform committee members that CCCRA By Laws authorize the committee to spend up to $100 without Board approval.&lt;br /&gt;            Lou Lanwermeyer made the motion to purchase two solid hardwood plaques to be awarded to Tighe White and Ella Scheuer for their volunteer work at the Nelson Heritage Park.  The motion was seconded by Margie Weathers and approved. &lt;br /&gt;&lt;br /&gt;Announcements:&lt;br /&gt;&lt;br /&gt;            A.  Wayne Smith informed members that they must complete a form which is to be attached to receipts and then given to Wayne for reimbursement.  Wayne will give forms to committee chairs.&lt;br /&gt;            B.  Dorothy Ethridge announced that there will be a trash pickup at the park near the High Bridge this Friday at 10:00 am.
